In the 21st century, the knowledge economy times and the construction period of the state innovation system, the basic research will more obviously act on the scientific, technological, economical and social developments, giving rise to increasingly far-reaching influence.    Therefore, Chinese government is organizing and formulating the "National Basic Research tenth Five Year Plan and Year 2015 Long-range Program in accordance with the strategic deployment of three levels of scientific and technological work, and Greatly strengthening the basic research to raise the scientific development level. Till the year 2015, China will strive by every means to realize the following goals in the basic research: the first, on the basis of overall advancement and closely around the such major requirements in national economic and social developments as those in agriculture, energy source, information, resources and environment, population and health, and materials, to make the comprehensive researches of many disciplines, laying theoretical and scientific bases for solving issues, and to deploy strongly exploratory scientific frontier researches and try best to occupy a place in the world; the second, to create conditions to attract, train and support the excellent talents of high scientific quality and innovational ability required for the development of the 21st century and gradually form a basic research team with rational structure, good academic atmosphere and vigorous creative power; the third, to give emphasis on building a batch of high-level scientific research bases capable of undertaking the state key scientific and technological tasks, form several trans-discipline comprehensive scientific research centers and accomplish a batch of major scientic projects capable of reflecting the scientific development level and actual comprehensive scientific and technological strength of China, occupying a certain position in the world and significantly affecting the economic and social developments of China; the fourth, to speed up the basic research reform, create a better environment suitable for the basic research development, and establish and perfect the new mechanism of "opening, flowing, competing, coordinating."    As a developing country, China should follow the principle of "have something done and leave something undone", develop key basic scientific researches, and in accordance with the world
science development trend and the development law of science itself, give priority to the selection of some breakthrough points at the international science frontier and have work performed creatively, meanwhile, encourage scientists to make international academic exchange and collaboration, and encourage the innovation in mechanism, so as to further the reform of the management structure and operation mechanism of the basic research.    We should be clearly aware that China in the basic research still faces a number of difficulties and issues. Compared with the international advanced level, the basic research in China still has a long way to go. But, we deeply hold that through our hard work, China will surely catch up with the advanced world level in basic researches in the middle of this century and the Chinese nation will definitely to make new greater contributions to the world science development.
