|  The
international exchange and cooperation in the basic
research are of special significance and effect. Before
1978, our country had scientific and technological exchange
and cooperation only with the former Soviet Union and
a few other countries, characterized by simple forms
and less substantive cooperation. The reform and opening-up
policy has created a favorable environment for the international
cooperation and exchange of the basic research, making
them enter a new bilateral, multi-lateral, official,
non-governmental, multi-form, multi-channel and multi-level
stage. In recent years, China has sent several hundred
thousand persons-times of scientists to go abroad for
further study, investigation, visit, giving lectures,
cooperative research, bilateral and multilateral academic
discussions and attending international academic conferences,
thereby expanding the international influence of China.
Accordingly, about a hundred thousand foreign scientists
were invited to China to give lectures, exchange ideas,
join investigations and attend conferences. The Chinese
government has established the scientific cooperation
and exchange relations with nearly 150 countries and
districts, signed with nearly 100 countries among them
the agreements for scientific and technological cooperation
between governments and joined 900-odd international
scientific and technological organizations.
In recent ten years more, a lot of Chinese scientists
have been awarded prizes by international scientific
organizations and academic groups for their outstanding
accomplishments in scientific researches. A good few
excellent Chinese scientists have been invited as
academicians of some foreign academies of sciences.
In order to conform to the internationalization trend
of the basic research, China will actively further
the international exchange and cooperation in basic
researches and vigorously strengthen the substantial
cooperative researches so as to enter the international
scientific club as early as possible.
