In 1995, the Central Committee of the CPC and the State Council convened the National Conference on Science and Technology, issuing the "Decision of the Central Committee of the CPC and the State Council on Speeding up Scientific and Technological Advancement," definitely putting forward the strategy of revitalizing the country through science, technology and education, and thus, further promoting the basic scientific research.
   In the year 1997,China began to formulate and organize the implementation of the "State Key Basic Research Development Program" and at the same year, established the "Foundation for Training the Talents in State Basic Sciences."
   In the year 1998, Premier Zhu Rongji pointed out in his Government Work Report that the implementation of the strategy of "Revitalizing the Country Through Science, Technology and Education" is the most important task of his government. And Chinese Academy of Sciences formally started the test work of "Knowledge Innovation Project", and the "Plan of Vitalizing Education Action of Facing the 21st Century" began to be implemented. The infrastructure reform of the State Council was successfully accomplished, and in order to strengthen the basic research, Department of Basic Researches under the Ministry of Science and Technology was set up.
