Since 1985, China has built up 153 state key laboratories with an investment of RMB 1.68 billion yuan, covering most subjects of the basic research in China. A lot of advanced instruments and devices are equipped and those in some laboratories have reached the world first-class level. Thus, a lot of excellent scientific and technological talents are attracted and trained, and a group of high-quality scientific researchers gathered and maintained, pushing forward the construction and development of disciplines. The state key laboratories adopt the new system of "opening, flowing, competing and cooperating", which has created good circumstances and experimental conditions for the basic research and made a lot of achievements at international level in scientific researches obtained. They have become important bases of the basic research in China, and played an important role in promoting the structure reform of scientific researches.
